Id have to say Mandy Moore is #1 but thats partly because she is just fucking hot period.

Alyssa Milano looked better with long hair. Mandy Moore looks good, but she looks her best as a long haired brunette. And I'm convinced that Scarlett Johanson can look hot with almost any kind of hair style (but not bald, or as short as Mena's... ugh, way too short).
One celeb not shown here that I thought looked great with short hair is Halle Berry. Of course, she looks great with long hair too.
